Ex Neca Pavia
The masterplan for the Ex Neca area emphasizes, through the new urban design, the potential offered by the strategic location of the area, situated between the Historic Centre and the more recently developed urban fabric. Currently, the area is isolated from the surrounding context due to some morphological elements that act as urban caesuras, such as the railway, the Navigliaccio, and the Rotonda dei Longobardi.

The project enhances the green areas, pedestrian spaces and the system of public spaces, while concentrating the new buildings in the inner part of the area. The system of landscape is composed by the linear park of the Navigliaccio on the west, characterised by a strong naturalistic element, and the area on the north destined as a equipped park with playground and meadows for events.

The public space system is organized around two main squares. To the south, a large multifunctional square serves as the primary entrance to the area, acting as a connection point between the existing pathways and those proposed in the project. To the north, near the former Riseria building—a heritage site of the area’s industrial history—a second pedestrian hub is created, linking the new buildings, the park, and the historic structure.




The promenade organizes and connects public spaces from north to south. This pedestrian infrastructure is composed of green islands, urban furniture, and planted trees. It enhances walkability throughout the area, linking it to its surrounding context, while defining the orthogonal urban grid that structures and organizes the entire block.
